No. Anthropic's docs say a 529 is not your usage limit and does not count against your quota. Retry later or switch models.
Claude Code uses the same API as Claude, so an API incident usually affects both. Login and update problems can affect only Claude Code; status.claude.com lists Claude Code as its own component.
